What is SECC-2011?

The government survey that decides who gets free ₹5 lakh health cover under PMJAY — explained in simple language.

In 2011, the Government of India sent survey workers to every household in India — every village, every town, every slum. They recorded details about each family: what kind of house they live in, what work they do, how much they earn, whether they have a vehicle, whether they own land.

Based on this survey, families were classified as "deprived" (poor, needing government support) or "non-deprived." This classification became the official list of who is poor in India.

When PMJAY (Ayushman Bharat) was launched in 2018, the government used the SECC-2011 list to decide who gets free health cover. If your family was listed as "deprived" in the 2011 survey — you are entitled to ₹5 lakh free hospital treatment every year.

Who is Listed in SECC-2011?

Families that fall under ANY of these categories were listed as deprived:

No Pucca House
Families living in kutcha (mud/thatch) houses with only 1 or 2 rooms
Manual Scavengers
Families where someone manually cleans sewers or toilets
Primitive Tribal Groups
Scheduled Tribe families from particularly vulnerable groups
Bonded Labour
Families released from bonded labour
No Adult Male
Households with no male member between 16–59 years
Disabled Member
Families where the main earner is physically disabled
Daily Wage Labour
Families earning mainly from unskilled daily wage labour
No Landline/Vehicle
No vehicle, no landline phone, no refrigerator, no irrigated land
Important: You do not need to be in ALL these categories. If your family was in ANY ONE of these situations in 2011, you may be listed in SECC and eligible for PMJAY.

SECC — Rural vs Urban

Rural SECC (D1–D7 categories)
D1 — Only 1 room, kutcha walls and roof
D2 — No adult male between 16–59
D3 — Female-headed household, no adult male
D4 — Disabled member, no able-bodied adult
D5 — SC/ST household
D6 — No literate adult above 25 years
D7 — Landless, earns from manual casual labour
Urban SECC (11 occupational categories)
Ragpickers and rag collectors
Beggars / religion-based begging
Domestic workers in households
Street vendors / cobblers / hawkers
Construction workers / plumbers / painters
Sweepers / sanitation workers
Home-based workers / weavers / handicraft
Transport workers (drivers, helpers)
Shop workers / assistants / delivery boys
Electricians / mechanics / repair workers
Washermen / chowkidars

Go to the official PMJAY website → Click "Am I Eligible" → Enter your mobile number → OTP verification → See your family's PMJAY status

Call 14555 (toll-free, available in Hindi and regional languages) — the helpline officer will check your Aadhaar and tell you your eligibility status

Visit Empanelled Hospital
Visit any PMJAY empanelled hospital and ask for the Ayushman Mitra at the help desk. They will check your eligibility on the spot using your Aadhaar.
